Amends Public Utilities Act Section 2-202 to change timing of Public Utility Fund assessment from October of odd-numbered years to June of each year, allowing the Illinois Commerce Commission to assess electric and gas utilities in-year if projected revenues fall short of appropriations.

Permits utilities to recover ICC assessments through automatic adjustment mechanisms in existing tariffs or supplemental customer charges rather than requiring separate rate proceedings.

Requires ICC to initiate a docketed proceeding within 6 months to consider expanding assessments to water and sewer utilities, alternative retail and gas suppliers, and telecommunications carriers based on regulatory costs attributable to each industry.

Makes technical corrections to Section 8-406 regarding certificates of public convenience and necessity for direct current transmission projects, including clarifying references to Public Act 84-617 effective dates and changing mail notification method from registered to certified mail.

Amends Section 8-406.1 to change notification method from registered mail to certified mail for landowners affected by high voltage electric service line projects.
