Requires serialization of unfinished firearm frames or receivers and unserialized firearms, with exceptions for federally licensed manufacturers, importers, and dealers.

Prohibits selling or transferring unserialized unfinished frames/receivers or unserialized firearms unless the purchaser is a federal firearms importer, manufacturer, or dealer.

Beginning 180 days after the effective date, prohibits possession, transport, or receipt of unserialized unfinished frames/receivers and unserialized firearms, with limited exceptions for federal licensees, transfer to federal licensees, and serialized items.

Requires federal firearms dealers and licensees to serialize items using their abbreviated federal license number as a prefix followed by a unique suffix, maintain records indefinitely, and verify owner's Firearm Owner's Identification Card validity.

Establishes penalties of Class A misdemeanor for first violation and Class 3 felony for subsequent violations of possession/receipt prohibitions; Class 4 felony for first violation and Class 2 felony for subsequent violations of sales prohibitions.
