Requires State agencies to respond within 45 days to contractor change order requests or extra work authorizations by either issuing the change order, agreeing on price, countering in writing, rejecting with written reasons, accepting partial terms, or requesting a 30-day extension

Allows agencies to request additional 15-day extensions after the initial 30-day extension, with each extension requiring the agency to take one of the specified response actions

Mandates State agencies to publish quarterly reports on their websites showing the total number of times they requested additional time for change order determinations, both overall and per contract

Amends the Illinois Procurement Code by adding new Section 30-60 governing the change order request process

Takes effect immediately upon becoming law
