Restricts deer hunting with firearms to shotguns, handguns, single shot centerfire rifles, or muzzleloading rifles, with centerfire handguns limited to single shot or revolver types and centerfire rifles limited to single shot only.

Specifies legal ammunition for centerfire handguns and rifles as bottleneck centerfire cartridges .30 caliber or larger (case length not exceeding 1.4 inches) or straight-walled centerfire cartridges .30 caliber or larger, both producing at least 500 foot pounds of energy at the muzzle; prohibits full metal jacket bullets.

Makes it unlawful while deer hunting to possess or be in close proximity to a non-centerfire rifle or to possess a magazine capable of making a rifle other than a single shot.

Sets resident deer hunting permit fees at no more than $25 and establishes non-resident permit fees ranging from $300-$400 depending on year, with separate provisions for archery permits.
