Creates the Energy Transition Assistance Fund as a special fund in the State Treasury to receive moneys collected from an energy transition assistance charge.

Requires electric utilities serving more than 500,000 customers in Illinois to assess a uniform charge on all retail customers, not to exceed 1.3% of the amount paid per kilowatt-hour by eligible retail customers during the year ending May 31, 2009.

Directs utilities to file tariffs with the Illinois Commerce Commission within 75 days of the Act's effective date, with charges becoming effective no later than January 1, 2022, and annual revisions required by the beginning of each calendar year starting in 2023.

Requires utilities to remit collected charges to the Department of Revenue by the 20th day of the month following collection, with provisions allowing utilities to apply partial payments to amounts owed to the utility first and prohibiting service disconnection for failure to pay the charge.

Grants the Department of Revenue and Department of Commerce and Economic Opportunity authority to establish rules necessary to implement the charge and fund administration.
