Amends the Township Code, Illinois Municipal Code, Downstate Forest Preserve District Act, Park District Code, Illinois Local Library Act, Public Library District Act, School Code, Public Community College Act, and Illinois Highway Code to allow local governments to award contracts to either the "lowest responsible bidder" or the "best value bidder"

Defines "best value" as a procurement method considering price plus objective criteria including: past performance quality and timeliness, customer satisfaction, budget adherence, ability to minimize change orders and risks, technical capabilities, personnel qualifications, and ability to meet minority/women/disability-owned business goals

Requires governing boards awarding contracts to best value bidders to approve by resolution stating specific reasons for the selection and disclosing any bidder officers/directors who are family members, close economic associates, or close political associates of board members

Defines "family member" broadly to include spouses, children, step-children, parents, step-parents, siblings, in-laws, grandparents, grandchildren, and persons living with the board member

Requires contracts to default to lowest responsible bidder if awarding to best value bidder would result in loss of federal-aid funds, grants, or loans
