HB4412 Summary

• Reduces the Director of the Illinois Power Agency's required experience from 15 years to 10 years in electric industry, electricity policy, or electricity markets.

• Adds requirement that the Illinois Power Agency Director have experience with renewable energy industry and understanding of equity programs established by Public Act 102-662.

• Establishes a Power Price Mitigation Rebate program providing up to $200 million in rebates to electric utilities serving adversely impacted residential and small commercial customers from June 2023 through October 2024.

• Expands county authority over commercial wind and solar energy facilities by adding detailed setback requirements, height limitations, sound restrictions, and vegetation management standards while preventing counties from adopting more restrictive standards.

• Requires electric utilities serving over 500,000 customers to implement Public Schools Carbon-Free Assessment programs by 2029 to help schools increase energy efficiency and reduce carbon emissions toward a goal of carbon-free energy usage by 2030.
