Amends the Rehabilitation of Persons with Disabilities Act to allow a recipient's spouse to serve as a provider of personal care or similar services under the Department of Human Services' Home Services Program, subject to federal approval.

Maintains existing eligibility standards for home services, including a $10,000 asset limit and protected income level (no less than federal poverty standard, adjusted annually for inflation).

Preserves existing provisions regarding personal assistant wage requirements, collective bargaining agreements, and cost-sharing based on recipient ability to pay.

Takes effect immediately upon becoming law.
