Eliminates the first $100 of child support (for one child) and first $200 of child support (for two or more children) pass-through and income disregard provisions in the Illinois Public Aid Code.

Increases TANF maximum benefit levels from 30% to 50% of the Federal Poverty Guidelines beginning October 1, 2022.

Requires annual adjustments to TANF maximum benefit levels beginning October 1, 2023 to maintain at least 50% of the most recent Federal Poverty Guidelines for each family size.

Specifies that TANF grants for child-only assistance units must be at least 75% of TANF grants for assistance units of the same size with a caretaker relative and children.

Takes effect October 1, 2022.
