Prohibits health care plans from restricting provider discussions about health care services, utilization review policies, plan terms, and conditions with enrollees, prospective enrollees, providers, or the public.

Prevents health care plans from allowing substitution of prescribed drugs without express permission from the prescriber, except as permitted under Illinois Food, Drug and Cosmetic Act provisions.

Prohibits health care plans from requiring enrollees to substitute their primary care physician during inpatient hospitalization without agreement from that physician.

Requires health care plans to apply third-party payments, financial assistance, discounts, and vouchers for prescription drugs toward an individual's deductible, copay, cost-sharing, or out-of-pocket maximum, with exceptions for health savings account-qualified high deductible health plans regarding deductibles.

Violations of these prohibitions are subject to penalties under the Managed Care Reform and Patient Rights Act.
