Amends Illinois Vehicle Code Section 3-658 to authorize special registration plates featuring logos of professional sports teams, including Chicago Bears, Bulls, Blackhawks, Cubs, White Sox, Sky, Red Stars, and Fire, plus St. Louis Cardinals.

Plates available for passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds, with expiration following the multi-year procedure established by Section 3-414.1.

Original issuance fee of $40 ($25 to Professional Sports Teams Education Fund, $15 to Secretary of State Special License Plate Fund) plus annual renewal fee of $27 ($25 to Education Fund, $2 to Special License Plate Fund).

Professional Sports Teams Education Fund created as special state fund with all collected moneys transferred to the Common School Fund every 6 months.
