HB4441 - Illinois Safe Sidewalks and Roadways Act

• Prohibits panhandling (in-person solicitation for immediate money donation) after sunset or before sunrise and in specified locations including bus/train stops, public transportation vehicles or facilities, vehicles on streets, and private property without owner permission.

• Restricts manner of panhandling including coming within 3 feet of a person until they indicate willingness to donate, blocking paths, following people who walk away, using profane or abusive language, panhandling in groups of 2 or more, or making threats.

• Prohibits knowingly making false or misleading representations during solicitation, including claims about military service, physical disability, homelessness status, or fabricated emergencies.

• Establishes penalties of $100 fine for first violation and $500 fine for second violation as petty offenses; third or subsequent violations are Class C misdemeanors.

• Includes severability provision and takes effect immediately upon becoming law.
