Adds new duty for the Illinois State Museum to work in collaboration with the Division of Historic Preservation of the Department of Natural Resources in exercising historic preservation rights and powers.

Modifies the Board of the Illinois State Museum by removing the Board's power to "approve budget requests" and limiting it to reviewing the budget and making recommendations to the Governor through the Department Director.

Creates a new Division of Historic Preservation within the Department of Natural Resources and establishes interagency collaboration requiring the Division and Illinois State Museum to assist each other in exercising historic preservation duties under the Historic Preservation Act.

Transfers responsibilities from the "Historic Sites and Preservation Division" to the Department of Natural Resources throughout the Historic Preservation Act by removing references to the division as a separate entity.

Changes the title of Section 5 of the Illinois State Agency Historic Resources Preservation Act to reference the "Department of Natural Resources" instead of the "Division of Historic Preservation" as the responsible entity for historic preservation duties.
