Amends the Gender Violence Act under Illinois civil law (740 ILCS 82/5) to expand the definition of "gender-related violence."

Adds two new categories to define gender-related violence: non-consensual condom removal by one partner (section 2.1) and non-consensual condom removal by the other partner (section 2.2).

Requires verbal consent for condom removal; defines violations as contact between sexual organs or intimate parts when a condom has been removed without the other person's verbal consent.

Updates the definition of threats under the act to include threats of the newly defined condom-related conduct, creating a realistic apprehension that the threat will be carried out.
