Amends Section 7-139 of the Illinois Pension Code to allow employees of multiple employers in specific categories to credit accumulated unused sick leave days from all such employers, not just the employer with the most sick leave days, subject to the 12-month maximum creditable service limitation.

Modifies Section 3-2.5 of the School Code to establish uniform salary for all regional superintendents of schools effective July 1, 2022, equal to the middle annual salary tier ($81,500), regardless of their region's population.

Updates Section 3-12 of the School Code to require regional superintendents to post institute fund accounting information on their office website by January 1 each year instead of publishing in newspapers or posting in school buildings.

Repeals Section 3-3 of the School Code.

Declares the mandate exempt from state reimbursement requirements under the State Mandates Act.
