Amends Section 15 of the Telecommunications Excise Tax Act to add a financial penalty for unlawful disclosure of confidential information.

Persons who divulge confidential information received by the Department from tax returns or investigations are guilty of a Class B misdemeanor with a fine not to exceed $7,500 (previously only a Class B misdemeanor with no specified fine amount).

Maintains existing exceptions allowing disclosure for official purposes, including to federal and state governments, the Auditor General, and municipalities under the Simplified Municipal Telecommunications Tax Act.

Preserves the Director's authority to publish taxpayer names and addresses, aggregate statistics, and administrative decisions while protecting individual return information and trade secrets.
