HB4467 - Election Ballot Randomization

• Requires candidate names on primary, general, and consolidated election ballots to appear in random order within each election district or precinct, with each precinct having a different random order where mathematically possible.

• Mandates the State Board of Elections apply randomization requirements before certifying candidate names to county clerks and establishes that certified ballot orders must be printed exactly as provided.

• Requires the State Board of Elections to select a vendor for computer software that will conduct ballot name position randomization for use by all election authorities and the State Board.

• Makes conforming changes to eliminate discretionary ballot ordering by election authorities and establishes randomization as the uniform method for determining candidate name placement on ballots.

• Takes effect immediately upon enactment.
