Requires the Illinois Law Enforcement Training Standards Board to establish statewide standards for mandatory annual mental health wellness checks for probationary and permanent police officers, replacing the previous requirement for regular mental health screenings

Mandates that counseling sessions and wellness checks remain confidential for officers

Requires law enforcement agencies' health insurance carriers to provide the annual mental health wellness checks at no cost to the employing agency

Amends the Illinois Insurance Code to require group and individual health insurance policies issued or renewed after January 1, 2023 to cover annual mental health wellness checks for police officers without deductibles, copayments, or other cost-sharing requirements

Makes conforming changes to the Counties Code and Illinois Municipal Code to include the new mental health wellness check coverage requirements for self-insured counties and municipalities
