Amends the Illinois Pension Code to allow the Chicago City Treasurer to appoint a designee to act on their behalf on the Retirement Board of the Firemen's Annuity and Benefit Fund when the treasurer is absent, subject to prior board approval

Allows the Chicago City Treasurer to similarly appoint a designee to act in their absence on the Retirement Board of the Laborers' and Retirement Board Employees' Annuity and Benefit Fund, also requiring prior board approval

Designees for both pension boards must be city employees who are versed in the affairs of the City Treasurer's office

Updates gendered language in the Laborers' pension board statute, replacing "himself" with "the comptroller" and "the City Treasurer" respectively

Takes effect immediately upon becoming law
