Removes ineligibility restrictions for political committees seeking raffle licenses, specifically eliminating prohibitions based on officers' felony convictions, gambling history, moral character, or affiliations with persons meeting those criteria.

Replaces criminal penalties (Class C misdemeanor) for violations of political committee raffle provisions with tiered civil fines imposed by the State Board of Elections: $500 for first violation, $1,000 for second, and $1,500 for third and subsequent violations.

Retains two ineligibility criteria for raffle licenses: committees owing unpaid civil penalties or with unresolved penalty claims under Election Code sections, and committees with overdue reports more than 10 days late.

Maintains existing restrictions on raffle operations including requirements that net proceeds be used exclusively for the political committee's lawful purposes and that only bona fide members manage raffles without receiving compensation.

Requires licensed political committees to maintain detailed records of gross receipts, expenses, and net proceeds for three years and report raffle activities in regular Election Code filings.
