Establishes a video doorbell rebate program through the Department on Aging for residents age 60 and older to purchase and install video doorbells on their residential properties in Illinois.

Rebates cover the cost of the video doorbell, installation fees, and video recording subscription fees paid by eligible persons.

Department on Aging must partner with Area Agencies on Aging to administer and promote the program, with applications submitted through local Area Agencies.

Applicants must be property owners or tenants (with owner permission), install the doorbell on or after the effective date of the act, and install only one doorbell per property on the exterior of the residence.

Defines a video doorbell as an Internet-enabled device with camera or microphone that sends notifications to mobile devices, allows remote viewing and communication, and can be activated by button press, motion sensors, or remote activation.
