Authorizes governmental and nongovernmental organizations, including local health departments and community-based organizations, to establish needle and syringe access programs to reduce HIV, AIDS, viral hepatitis transmission and facilitate connections to treatment.

Programs must provide free needles and syringes, disposal services, overdose prevention education, opioid antagonists, linkages to mental health and substance use disorder treatment, and drug adulterant testing supplies.

Provides immunity from prosecution for employees, volunteers, and participants in these programs for possessing needles, syringes, residual controlled substances in used equipment, and drug adulterant testing supplies obtained through the program.

Requires organizations to submit program information to the Illinois Department of Public Health before beginning operations, including the organization name, populations served, and methods to meet program requirements.

Allows pharmacists, physicians, advanced practice registered nurses, and physician assistants to dispense drug adulterant testing supplies to any person at pharmacies, hospitals, clinics, or medical offices, limited to quantities sufficient for 5 assays per transaction.
