Requires each school board to adopt a written policy protecting the right of student journalists to exercise freedom of speech and press in school-sponsored media

Mandates policies include reasonable provisions for time, place, and manner of distribution of student expression, plus a timely appeals process for decisions made under the Act

Prohibits dismissal, suspension, discipline, reassignment, transfer, or retaliation against student media advisers who refuse to infringe on protected speech or who protect student journalists engaged in permissible conduct

Allows students, parents/guardians, or student media advisers to seek injunctive or declaratory relief in court to enforce rights under the Act

Permits prevailing plaintiffs to be awarded reasonable attorney's fees, though the private right of action is limited to seeking publication of the speech in question rather than monetary damages
