HB4566 Summary

• Amends Section 612 of the Unemployment Insurance Act to extend indefinitely the provision allowing educational workers to receive unemployment benefits for non-instructional, non-research, and non-administrative roles at educational institutions and educational service agencies, starting March 15, 2020.

• Removes the previous time limitation that restricted this benefit eligibility to weeks ending before September 4, 2021 (which included weeks between January 1, 2021 and June 25, 2021).

• Makes benefits payable to educational workers in non-academic capacities during periods between academic years, terms, and vacation/holiday recesses, provided they are otherwise eligible and have reasonable assurance of continued employment.

• Maintains existing provisions for retroactive benefit payments to individuals denied benefits if they were not offered bona fide opportunities to continue employment in subsequent academic periods.
