Transfers administration of miners' examinations (Article 8) from the separate Miners' Examining Board to the Mining Board in the Department of Natural Resources, consolidating regulatory oversight

Removes the requirement that miners' examinations be conducted in English

Eliminates the $7,500 annual salary provision for examining board officers, though they remain entitled to reimbursement for travel and necessary expenses
