• Department of School Demographics and Planning (DSP) must evaluate school enrollment and attendance boundaries at least once every 5 years to determine if revisions are needed.

• DSP evaluation must consider school capacities, racial and ethnic composition, income levels, geographic barriers, travel time and distance, and program considerations when reviewing schools.

• DSP must develop at least 2 alternative boundary proposals with 3-year enrollment projections by race and ethnicity, and must prioritize maintaining or promoting stably desegregated enrollments and avoiding one-race schools where feasible.

• Elementary schools should be utilized at no more than 80% of design capacity and high schools at no more than 100% of program capacity; schools over 100% utilization are considered severely overcrowded and those under 30% are significantly underutilized.

• School Board must conduct public hearings on proposed boundary changes, review DSP and chief executive officer reports with detailed analysis of capacity and demographic impacts, and consider all relevant factors before making final decisions.
