Prohibits marriage of any person under 18 years of age in Illinois, eliminating previous allowances for minors aged 16-17 with parental or judicial consent.

Amends the Illinois Marriage and Dissolution of Marriage Act by removing references to parental consent, judicial approval, and affidavits for underage marriages from licensing requirements in Section 203.

Adds marriage of persons under age 18 as a prohibited marriage in Section 212 of the Marriage Act.

Makes conforming changes to the Juvenile Court Act of 1987 to remove "consent to marriage" from guardianship authorities in Sections 1-3 and 2-27.

Allows minors to independently file for dissolution of marriage or legal separation without requiring a parent, guardian, or other representative.
