Increases penalties for involuntary servitude to Class X felony when victim was recruited from shelter, safe house, or residential treatment facility serving runaway youth, foster children, homeless, trafficking victims, or domestic violence/sexual assault survivors.

Adds new offense of involuntary sexual servitude of a minor under age 18 recruited from shelters or similar facilities, making it a Class X felony.

Changes solicitation of sexual act from Class A misdemeanor to Class 4 felony for first offense and Class 3 felony for second or subsequent offense.

Elevates solicitation of sexual act from person under 18 or with severe intellectual disability to Class 3 felony for first offense and Class 2 felony for second or subsequent offense.

Mandates restitution to victims based on greater of defendant's gross income from victim's labor or minimum wage value under federal and state law, and directs fines to Specialized Services for Survivors of Human Trafficking Fund.
