Creates the Freedom to Subscribe Directly Act regulating digital application distribution platforms that exceed 1,000,000 downloads to Illinois users in the previous or current calendar year.

Prohibits covered platforms from requiring Illinois-domiciled developers to use exclusive in-application payment systems for accepting payments from users for app downloads or digital/physical purchases.

Prohibits platforms from retaliating against Illinois developers or users for using alternative payment systems or distribution platforms, including demoting search rankings or delaying app review timelines.

Exempts special-purpose digital application distribution platforms (such as gaming consoles and music players) from the Act's requirements.

Authorizes the Illinois Attorney General to investigate violations and receive complaints, and allows aggrieved persons to pursue private civil actions for legal or equitable relief including attorney fees after providing 60 days' notice to the Attorney General.
