Department of Public Health shall develop a comprehensive licensing and registration process for COVID-19 testing sites and require all such sites to be licensed and registered.

Department shall recommend new standards for laboratories that began testing for COVID-19 since 2021, ensuring recommendations do not overregulate established labs testing other samples.

Department shall establish time limits for delivery of COVID-19 test results for all testing methods including PCR and rapid antigen tests, and require sites to notify patients of results via phone, text, email, letter, or secure website.

Department shall maintain an adequately staffed hotline to receive complaints about COVID-19 testing sites and labs, and require sites to report the number of uninsured patients tested.

Department shall seek Attorney General recommendations on penalties for COVID-19 testing sites that charge patients or send invoices when tests are covered by insurance or federal HRSA COVID-19 Coverage Assistance Fund.
