• Department of Revenue must file notice with Liquor Control Commission when a retailer's certificate of registration renewal is denied or revoked under the Retailers' Occupation Tax Act, with certification signed by the Director of Revenue.

• Liquor Control Commission must deactivate the license of any retail alcoholic liquor licensee whose certificate of registration renewal has been denied or revoked by the Department of Revenue until the violation is remedied and the certificate is reinstated.

• Distributors are prohibited from selling alcoholic liquor to retailers with denied or revoked certificates, and those retailers are prohibited from purchasing alcoholic liquor or engaging in other licensed activities, pending resolution by the Department of Revenue.

• Adds definition of "inactive" license status in the Liquor Control Act of 1934 to describe licensees holding a current license but prohibited from engaging in licensed activities due to lacking an active Department of Revenue certificate of registration.

• Effective January 1, 2023.
