Requires the Chicago Metropolitan Agency for Planning (CMAP) and its MPO Policy Committee, in coordination with the Regional Transportation Authority, to develop and submit a report of legislative recommendations to the Governor and General Assembly by January 1, 2024.

Report must address changes to recovery ratio, sales tax formula and distributions, governance structures, regional fare systems, and other statutory or policy changes needed to ensure long-term financial viability of regional public transportation.

Report shall include recommendations on how the Authority and Service Boards can address racial equity, climate change, and economic development.

Report development must include meaningful public engagement led by CMAP and its MPO Policy Committee, with support from a steering committee of business, community, environmental, labor, and civic organization representatives.

Section is automatically repealed on January 1, 2025, and the Act takes effect upon becoming law.
