Illinois State Police shall procure a cloud-based mobile software system for supervising persons in pretrial detention, probation, conditional discharge, parole, or mandatory supervised release, subject to appropriation.

System must be available to all counties and state agencies including the Prisoner Review Board, circuit court clerks, public defenders, and State's Attorneys with unlimited use for unlimited participants.

Software must include location services with inclusion/exclusion zones and curfews, biometric identification, in-app video calls with transcription, compliance scoring, and a non-compliance dashboard.

Illinois State Police shall provide the system without charge to all local and state agencies, and persons on offender registries may submit required information via smartphone app instead of appearing in person.

No fees shall be assessed on persons using the system, and any funds saved by local agencies through use of the software shall be retained by those agencies.
