Transfers $5,000,000 from the General Revenue Fund to the Illinois Criminal Justice Information Authority to establish a grant program for law enforcement agencies participating in the National Integrated Ballistic Information Network (NIBIN)

Creates support grants of $50,000 to $150,000 for existing NIBIN facilities shared with at least 5 other law enforcement agencies, covering contract operators, test firing equipment, ammunition, maintenance fees, and warranties

Establishes expansion grants of $100,000 to $500,000 to help law enforcement agencies build new NIBIN centers that can be shared among multiple agencies, including costs for relocation, construction, or renovation

Requires grant recipients to make their NIBIN facilities available to at least 5 other law enforcement agencies at no cost for a minimum of 40 hours per week, and must use funds within 2 years or return unspent amounts to the State treasury

All grants must be awarded by June 30, 2023, and the Act repeals on December 31, 2023; grant recipients must collect data and report annually to the General Assembly on program use and impact
