Expands the definition of "licensed athletic trainer" to include work in performing arts settings, clinical settings, and employment settings, and allows athletic trainers to carry out functions upon receiving a referral rather than only under physician direction.

Adds new healthcare professionals who can refer athletes to athletic trainers, including physician assistants, advanced practice registered nurses, podiatric physicians, and dentists, in addition to physicians.

Requires licensed athletic trainers to provide written reports to referring individuals every 30 days services are provided and to use "LAT" or "L.A.T." designation with their name.

Establishes a new 10-year practice pathway for licensure by endorsement allowing athletic trainers with 10 consecutive years of practice in another jurisdiction to qualify without meeting all other requirements.

Adds new disciplinary violations including failure to provide monthly progress reports to referring providers, violation of the Health Care Worker Self-Referral Act, and failure by supervising athletic trainers to maintain adequate contact and supervision of aides.
