Amends the River Edge Redevelopment Zone Act to authorize the Department of Commerce and Economic Opportunity to certify one additional pilot River Edge Redevelopment Zone in the City of Kankakee.

Adds Kankakee to the list of Illinois cities eligible for River Edge Redevelopment Zone certification, joining East St. Louis, Rockford, Aurora, Elgin, and Peoria.

Prohibits the Department from certifying any River Edge Redevelopment Zones beyond those already authorized after this amendment takes effect.

Requires municipalities with certified River Edge Redevelopment Zones to submit a plan within 60 days for encouraging participation by minority persons, women, persons with disabilities, and veterans in the zone.

Takes effect immediately upon becoming law.
