IL HB4641

Expands law enforcement authority to seize companion animals during arrests for specified animal abuse offenses under the Humane Care for Animals Act, including Sections 3, 3.01, 3.02, 3.03, 4.01, 4.03, 4.04, 6, 7.1, and 7.15.

Changes forfeiture standard from "conviction" to "violation" of specified offenses, allowing courts to order forfeiture of animals based on violation rather than requiring a conviction.

Permits courts to prohibit persons in violation and household members from owning, possessing, harboring, or controlling any animals for a reasonable period, including permanent relinquishment.

Establishes penalties for violating animal ownership prohibitions, including immediate forfeiture of illegally owned animals and criminal liability of up to 90 days imprisonment, a $2,500 fine, or both.

Takes effect immediately upon becoming law.
