Requires participating municipalities and instrumentalities that employ elected trustees to provide at least 20 days of paid leave per year for attending Board of Trustees meetings, committee meetings, and seminars.

Authorizes the Fund to reimburse affected municipalities and instrumentalities for the actual cost of hiring substitute employees during trustee leaves of absence.

Exempts the state from providing reimbursement for the costs of implementing this mandate under the State Mandates Act.
