Requires licensees under the ID/DD Community Care Act to submit annual reports certifying that all legislatively or administratively mandated wage increases are passed through to workers in accordance with the mandate, with failure to report resulting in enforcement action by the Department.

Requires developmental services agencies licensed under the Community-Integrated Living Arrangements Licensure and Certification Act to submit annual reports certifying that mandated wage increases are passed through to workers as required by law or administrative rule.

Authorizes the Department to determine the manner and form of the annual wage certification reports required from both ID/DD Community Care Act licensees and Community-Integrated Living Arrangements agencies.

Makes these wage certification reports contractual requirements between the Department and developmental services agencies under the Community-Integrated Living Arrangements Act.
