Removes the July 1, 2023 expiration date on the requirement that the Department of Children and Family Services pay the DCFS per diem rate for inpatient psychiatric stays at free-standing psychiatric hospitals or hospitals with pediatric/adolescent psychiatric units.

Establishes that DCFS per diem payments apply when a child remains hospitalized beyond medical necessity because the parent or caregiver denied home access and refused to arrange alternative living arrangements for the child.

Extends DCFS per diem payment eligibility to situations where a child's hospital discharge is delayed due to a pending inquiry or investigation by the Department of Children and Family Services.

Specifies that hospital stays reimbursed under this section are ineligible for payment under Section 14-13 of the Illinois Public Aid Code to prevent duplicate reimbursement.
