Establishes mandatory annual continuing education of at least 10 hours for state agency inspectors covering trauma-informed care, infection control, abuse and neglect, and civil monetary penalties, with at least 5 hours distinct from professional licensing requirements.

Prohibits pre-notification of unannounced inspections as a Class A misdemeanor and requires the Department to file complaints with the Attorney General or State's Attorney within 30 days of discovering violations.

Makes willfully profiting from breaching confidentiality of the inspection process a Class 4 felony and unprofessional conduct subject to professional license loss.

Requires the Department to provide a physical or electronic copy of inspection reports to facilities upon exit and mandates violation determinations within 75 days of inspection completion.

Expands the annual report on complaints and survey activity to include metrics on 24-hour/7-day/30-day complaints, informal dispute resolutions, nurse surveyor hiring and retention, and discretionary denial of payment actions.
