Creates a special instant scratch-off lottery game for Illinois veterans, with net revenue deposited into the Illinois Veterans Assistance Fund.

Fund moneys appropriated solely to the Department of Veterans' Affairs for grants and services related to veterans' behavioral health services, homelessness, health insurance costs, disability benefits, long-term care, employment training, and emergency financial assistance.

Establishes a 3-member funding authorization committee appointed by the Director of Veterans' Affairs that must approve expenditures by two-thirds vote on a quarterly basis.

Restricts fund moneys to supplemental resources only and prohibits them from replacing existing Department of Veterans' Affairs funding for the specified purposes.

Defines net revenue as total ticket sales minus prize payouts and administrative expenses directly related to the scratch-off game.
