Amends the Illinois Banking Act Section 32 to remove the word "productive" from real estate lending requirements, allowing banks to loan on a broader range of real estate types.

Adds Section 48.1(b)(21) to the Illinois Banking Act to permit banks to furnish financial information to executors, executrices, administrators, or other lawful representatives of a customer's estate.

Amends the Financial Institutions Electronic Documents and Digital Signature Act Section 10 to recognize that customer consent given under the federal Electronic Signatures in Global and National Commerce Act satisfies the Act's consent requirements for electronic transactions.

Adds Section 6-15(b) to the Probate Act of 1975 to establish a presumption that persons doing business with an executor or administrator with the will annexed may rely on the executor's or administrator's authority without independent verification, unless they have actual knowledge to the contrary.
