Creates Division 153 in Article 11 of the Illinois Municipal Code governing the sale of municipal water or sewer utilities.

Requires a referendum to be placed on the ballot at the next election following required public meetings and notices for any sale of a municipal water or sewer utility.

Referendum applies only to electors within the service area of the water or sewer utility being sold.

Acquisition by a large public utility may proceed only if a majority of electors voting on the referendum vote in favor; if less than a majority votes in favor, the municipality must deny the acquisition.

Defines "large public utility" by reference to Section 9-210.5 of the Public Utilities Act and takes effect immediately upon becoming law.
