Imposes a $150 analysis fee for each digital device analyzed by a cyber crime laboratory when a person is convicted of first degree murder, sex offenses, or financial exploitation of elderly persons or persons with disabilities.

Allows courts to suspend payment of all or part of the fee upon verified petition if the defendant lacks ability to pay.

Creates the State Police Crime Laboratory Fund in the state treasury to receive analysis fees from cases processed by Illinois State Police laboratories.

Permits units of local government maintaining cyber crime laboratories to establish local cyber crime laboratory funds to receive analysis fees from cases they process.

Designates all collected fees exclusively for cyber crime laboratory operations, including equipment costs, training, and continuing education for forensic scientists.
