State Board of Education shall adopt rigorous learning standards for classroom and laboratory phases of driver education for novice teen drivers under age 18, in consultation with the Secretary of State, driver education teacher associations, students, education practitioners, administrators, and regional superintendents of schools.

Standards shall be based on the Novice Teen Driver Education and Training Administrative Standards developed by the Association of National Stakeholders in Traffic Safety Education in affiliation with the National Highway Transportation Safety Administration.

National learning standards may be adapted to meet Illinois-specific licensing and educational requirements, including classroom and behind-the-wheel hours and cognitive, physiological, and psychological aspects of safe motor vehicle operation.

State Board of Education shall update the learning standards as the national standards are updated.
