Creates the Entertainment Industry Worker Training Program Act, requiring the Illinois Department of Labor to develop and establish a training program in collaboration with the International Alliance of Theatrical Stage Employees Local 2 and related organizations.

Establishes a 3-year educational component providing specific skill set training to 25-50 participants annually, including weekly stipends during training and job referral services upon completion, with curriculum covering rigging, sound production, lighting, OSHA safety, and diversity/anti-harassment training.

Provides ongoing training for skilled entertainment industry professionals including stagehands, cinematographers, editors, animators, camera operators, and other technical workers to advance their career development.

Requires the Department of Labor, subject to appropriation, to purchase or renovate a building for the program located in an urban area within safe walking distance to public transportation, in consultation with the International Alliance of Theatrical Stage Employees Local 2.

Authorizes the Department of Labor to adopt rules necessary to implement the program, including qualification requirements for applicants.
