Department of Public Health shall develop and implement a comprehensive 2-year statewide safe gun storage public awareness campaign, subject to appropriation.

Campaign includes sustained messaging paired with information about enforcement or incentives for safe gun storage, with geographic and cultural considerations.

First phase establishes statewide messaging strategy using paid advertising on Chicago Transit Authority trains, buses, billboards, digital media, radio, and other public education formats focused on gun safety and safe storage.

Second phase distributes gun locks and gun safes through community-based organizations in areas affected by gun violence, pairs distribution with counseling, and includes gun buy-back programs in partnership with law enforcement and community organizations.

Third phase conducts comprehensive evaluation measuring changes in gun safety behaviors, including parent behavior, media metrics, number of locks and safes distributed, and changes in firearm injuries.

Section repeals on January 1, 2026.
