Prohibits scrap processors and automotive parts recyclers from purchasing catalytic converters except from commercial sellers or the vehicle owner who removed the converter.

Requires businesses to maintain transaction records including seller signature, transaction details (time, date, location, amount), employee name, seller contact information, vehicle information, government-issued ID photocopy, and facial photograph or video surveillance.

Requires transaction records to include vehicle identification number or certificate of title for the vehicle from which the catalytic converter was removed and a general description of the converter with identifiable marks and weight/quantity/volume.

Authorizes the Secretary of State to impose civil penalties up to $1,000 per violation for acquiring catalytic converters without obtaining the vehicle certificate of title or for purchasing converters offered as independent items separate from vehicle acquisitions.
