Changes the term "Comprehensive Annual Financial Report" to "Annual Comprehensive Financial Report" throughout the State Comptroller Act and related statutes for consistency in nomenclature.

Modifies the State Finance Act to require executive department officers and public institutions to submit annual reports to the Governor no later than January 7 of each year, rather than at least ten days before each regular General Assembly session.

Amends the Personnel Code to exempt employees with advanced skills in accounting, financial reporting, or technical expertise whose duties relate to submitting financial information to the Comptroller for the Annual Comprehensive Financial Report from civil service jurisdictions.

Updates the Illinois Procurement Code to clarify that contracts or grants not obligating State treasury funds must be reported quarterly to the Comptroller and allows the chief procurement officer to approve exceptions for contracts not reduced to writing before services are performed.

Changes contract filing requirements to reference both "contracts or grants" where previously only contracts were mentioned, and modifies the exception approval process to require only Comptroller approval rather than both Comptroller and Treasurer approval.
